Social management is an indispensable part of the social governance, for the metropolises, the complexity of which not only appears geographically but also grows with the development of the city. These years, social problems keep propping and adding up to this complexity with the reform and opening up of China, which requires new methods and special treatments instead of the conventional approaches. The city management systems will surely be faced with significant changes as reform in China keeps deepening. In the meantime of that, the functional advantages of social organizations would be notable without doubt. Therefore, how to exert such advantages properly would be important for both academic researches and the making of policy, in order to establish a social administration mechanism which remains effective in a comparative long term.The thesis would be illustrated in six chapters based on three sections. The first section, containing the Introduction and Chapter2, tries to analyze the significance and necessity of the involvement of social organization in metropolis social administration together with the background of such collaboration. By extending this standpoint, the main idea of the thesis is that,"A harmonious relationship between the government and the society is the key element for the coordination mechanism between the innovative participation of social organizations and social management, and will further promote a positive interaction between the country and the society". Theoretical analysis and empirical analysis will be conducted in the second section(Chapter3,4,5) to illustrate the role and function of social organizations in social administration. This part determined the working mechanism and the constrains in contemporary systems of social management, through empirical study and comparison. This part also includes specific studies on the special features and factors of innovation viewing from the following aspects, characterized as "party leadership, government responsibility, society coordination, public participation, and legal system assurance". The third section (Chapter6) strives to offer a practical and operational solution facilitating the wide spread of ideal long-term system of participation with Chinese characteristics for social organization. Above-mentioned participation of the social organizations, basically, will be accomplished in following six ways:based on the common faith in innovation, activated by the scientific programming of the government, boosted by the friendly environment especially a fine legal system, and supported by the government procurement and coordination network for the accumulation of social resources during social management.
