Tieling City Foreign Service Work Building Program Service-oriented Government Perspective

This paper is intended to do a research on the system construction of Tielingmunicipal foreign affairs work under the perspective of a service-oriented government.For a long time, the local foreign affairs work strictly abides by the principle whichthe local foreign communication should be consistent with that of the whole nation.Entering the new century, as the international economic integration and the speedingup of the local economic and social development, local foreign affairs work needs tohave more keen insight to analyze environment at home and abroad. It is particularlysignificant to find a more suitable working method for foreign affairs work andpromote the all-round and three-dimensional development of the foreign affairs work.Foreign affairs service is one of the government responsibilities. The governmentadministration model determines the government responsibilities and the foreignaffairs work. In accordance with the basic theoretical logic, and based on the relatedservice-oriented government theoretical research and the study of the foreign policiesboth at home and abroad, this paper mainly formulates the scientific foreign affairswork plan which is cored to the service-oriented government. What the purpose of theplan is to lay the foundation of building Tieling municipal foreign affairs workingsystem, promoting the efficiency and order of the local foreign affairs work, whichfinally serve the whole nation’s foreign communication.How to construct Tieling municipal foreign affairs working plan under theperspective of a service-oriented government is the main problem in this paper. Thelocal government departments at all levels should adhere to the faith of "service" forthe people of faith, and perform the duties of "service" for the people upon theconstruction of a service-oriented government. This paper explores the new plan,which is combined with the existing problems of Tieling municipal foreign affairswork. The new plan adopts the normative construction framework conformed to thetheoretical logic and practical logic. What the great significance of the new plan is toimprove the local foreign affairs working method, enhance the administration abilityof the local foreign affairs work, and accelerate the modernization of theadministration system.
