With the development of globalization and the cultivation of civil society,public diplomacy plays a more and more important role in the diplomatic field. In the1990s, with the rapid development and popularization of information technology, theInternet gradually affects all the aspects of human society. Certainly, diplomacy is noexception. The Internet enables the government more convenient and more efficientlyto use its soft power to guide and influence foreign publics. As a result, a new form ofpublic diplomacy-network diplomacy comes into being. This form of diplomacygives a strong impetus to the development of U.S. public diplomacy by itsfast-spreading information, wide spreading range, low operating costs, good practicaleffects and other advantages.America is a state which is good at international strategy. U.S. Secretary of StateHillary Clinton called The U.S. network diplomatic the "21st Century Statecraft ". Inview of Sino-US relations is the world’s most important and most complex bilateralrelations in the world and the network diplomacy is also an important complementand transcendence to the traditional diplomacy, The U.S. network diplomatic to Chinahas actually become an integral part in the structure of Sino-US relations, and playsits own unique effect in the diplomatic field.The article is divided into four chapters, focusing on the research on the U.S.network diplomacy to China. The first chaptert mainly explains the basic theories ofnetwork diplomacy, including relational concepts, connotations and characteristics.The second chapter describes the situation of the U.S. network diplomacy to China inthe emerging and foundational periods. In the former period, the Internet fromAmerica begings to expand around the world and the U.S. network diplomatic toChina gradually appears. In the period of foundation, the U.S. passed several lawsabout the American network diplomacy to China and set up the network diplomacysystem. The third chapter analyzes the preliminary period of the U.S. networkdiplomacy to China, the related legislation of the U.S. network diplomacy to Chinaand the establishment of network diplomacy system. The third chapter analyzes the implementation period of the U.S. diplomatic strategy towards China and explains theentire system, practice and effect of this form of diplomacy. The fourth chapterdiscusses the suggestions based on the U.S. network diplomacy to China to thedevelopment of chinese network diplomacy.
