Assessment of civil servants is the basis of the civil service management, after the "Civil Servant Law of the People’s Republic of China" and "Civil Service Examination Regulations (trial)" promulgated, our country’s civil service examination system has gradually embarked on a track of the scientific and standardization. Beijing Customs as the customs under the China General Administration of Customs, perform vertical management system for the civil service examination. Establishing and improving scientific customs civil service examination system, and constantly adapting to new situation for the requirements of the customs civil servants in the capital, for further practicing of "Four Goods" general requirements, realizing "Five Types" customs, better performance of the control service function, promoting the Beijing Customs "Political, Vocational and Cultural" of construction, all above are of great significance.This article first introduces the research background, purpose, significance and methods, and introduces the domestic and foreign relevant theory of research. Then introduces the conception of the performance of civil servants and defines the civil service examination and related concepts of civil servant performance appraisal, and the goal management, incentive theory and relevant methods of performance appraisal review. The author has carried on the multi-level comparative analysis research, including the United States, Japan, Britain, Taiwan and Macao and other countries and regions of different civil service examination system, development of our country’s cadre assessment in different periods after the founding of comparison, and compared with the enterprise staff performance appraisal. And then introduces the status quo of the civil service examination in China, including the current evaluation system, method, order, procedure and application of the results. Starting from the practice, through the way of questionnaire investigation, the author has analyzed about the present situation of Beijing Customs civil service examination, introduced the basic situation of appraisal, generalized the relevant characteristics and shortcomings, and carried on the reason analysis, and evaluation related theory reference and other units of the efficiency of the civil service examination, put forward the ideas and optimization strategy for performance oriented customs civil service examination system. All above has certain guidance and reference significance for further improving Beijing Customs civil service examination system.
