With the deepening of global ecological crisis, as well as people’s ecological consciousness,ecological and moral education caused a lot of nation’s attention, and they tried to solve the crisis invarious ways. As an established relationship between man and nature on the basis of valueseducation, ecological and moral education is bound to become a solution contradiction betweenman and nature in a new way. On the deepening contradictions of man and nature, the responsibilitylies mostly on human beings, and the most fundamental problems of human beings is the value.Therefore, to lifted from the fundamental human ecological crisis we should change the values ofthe past, look on a holistic, comprehensive and developmental perspective view of the relationshipbetween man and nature, through the means of education to increase citizens ’ environmentalknowledge, broaden citizens’ ecological vision, and develop a Citizen Eco-environmental literacy,then put ecological to practices. In the new historical period of reform and opening up, the countryhas realized the seriousness of domestic ecological crisis, as well as takes efforts to increase everysingle citizen’s environmental awareness; only by these means can we do ecological protection well.And the way of enhance the environmental awareness of citizens is ecological and moral educationto citizens. Citizen Eco-moral education in the21st century is an important part of people’s wholedevelopment, and gradually open up a whole new area of research. Ecological crisis calledecological moral education, ecological and moral education has a great role in promoting toimplement the scientific concept of development, sustainable development and ecologicalcivilization construction.Based on the theoretical study and practice the principle of combining, empirical analysis ofthe status of the eco morality education of citizen, the concrete analysis of concrete problems, so asto find out the way to solve the problem. The research methods: interviews with people, know theirtrue inner thoughts, to find problems, interview method, questionnaire method to solve the problemat all times and in all countries; on relevant data collection, sorting on the basis of the literature,comparative method comparative analysis; based on literature, in fact, large amount of verification.Summary of proposed method, inductive research constructive opinions on problem solvingapproach.This paper is divided into six parts. The first part is the introduction, this section discusses indetail the topics of the background, study’s purpose and meaning; Section II discusses theecological moral education at home and abroad research situation. The second part is aboutecological concepts and based theories of moral education, the main outlines ecology, ecologicalethics, ecological, moral education and civic ecology concept, elaborated the theory of origins ecological moral education, discipline origins and philosophical foundation. The third part is aboutthe civic and moral education of ecological surveys, cause analysis, as well as the necessity ofecological moral education. Survey which is divided into two parts, one is the use of the form of thequestionnaire, the survey is for students, white-collar workers, government employees and theself-employed and other social workers, the other part is interviews, whose mainly targeted arefarmers. The fourth part is the moral education of foreign eco-reference, the main analysis of theUnited States, the world’s most developed countries, Japan, the East Asian developed countries,Singapore, the more developed country which Chinese makes big part of its population. India, thecountry have similar national conditions like China ’s. And study the condition of ecological moraleducation. Expectations these countries has many aspect for China’s ecological moral educationslightly reference. The fifth part is based on the previous sections summed up the development ofChina’s ecological moral education pathways. The first is the establishment of the values of equality,friendly and able to live in harmony between man and nature, followed by citizens around thebuilding in a good ecological and moral environment, furthermore to strengthen ecological andmoral advocacy work, increase social positive energy, and finally is to well spread ecological andmoral education in school which is the body of this education. Part VI is a summary of all theresearch, mainly about inadequacies and the outlook for future research.
