Research On The Reform Of Township Government

The township government is located in the most bottom of administrative level, connecting with the state and society, to assume the responsibility of the rural community in policy and reflection of public demands in grassroots community. In2006, China abolished the agricultural taxes, and then township government troubled in the finance. Under the financial pressure, many of the township governments carried out a series of appropriate reforms, and achieved some success. By some studies, The author supposed that the comprehensive rural reform in the new era, Although, the reform is to ease the plight of the town government, still unsolved the contradiction of service capability and financial weakness in the township government, and still unsolved the contradiction of balance in the rights and responsibility between the governments, The institutional contradictions in township government will hinder to build the democratic and responsive and service-oriented government.Firstly, the article study the China’s township government on the early institutional reform and the late comprehensive rural reform, to propose that the reform of township government still limited in the circulation between the Centralization and decentralization,And never escaped from the reform of the cycle of "expansion-reflation-further expansion-further reflation". Secondly, By analyzing the case of T town in HuXian, The author think that township government runs into trouble, Under the current tax system and pressure system. Thirdly, the author summarize the experiences in the management of the United States, Japan, Britain and other developed countries in the township,to put forward to the Principles and goals in the system of government Institutional innovation. Finally, the author proposes the specific recommendations for the institutional innovation,And expecting to reconstruct the township government system in China and clear away the institutional obstacle in building the democratic and responsive and service-oriented government by reforming the framework of political organization and the rational planning responsibilities of rural counties and the township tax system and the appraisal management.
