Research On The Public Service Of "Country To Residence Communities"

To break the urban-rural dual structure and the integration of urban and rural, TheThird Plenary Session of the18thCPC Central Committee put specially emphasis on theneed of reformation. In this process,"Country to Residence Community" get a furtherdevelopment."Country to Residence Community" is a kind of unique community whichtook shape in executive-led process in China. It is neither city nor rural communitieswhile has the features of the two kinds of community. On the other side, the rapiddevelopment of political, economic and culture in rural areas also promoted thereformation of "Country to Residence Community" since the economic structure and thedemands of cultural life has nearly ran to the level of urban areas.Up to now,"Country to Residence Community" construction has been carried outin a lot of places in China, but there are some problems can’t be avoided in thetransition period, such as the idea lag, the difficulty to adapt to the new environment, theemployment situation is grim and hard to get along with the surrounding community,especially the serious supply shortage of public service system. These problemscertainly will affect the construction and management of "Country to ResidenceCommunity", the quality of life and other various aspects of these new citizens.Therefore, it is great significant to study how to improve the public service of "Countryto Residence Community". This paper take Street of Yuanhe of Suzhou XiangchengDistrict as an example, attempt to use literature research and empirical research toanalyze the current status, the problems and reasons of community management andpublic service of "Country to Residence Community" in the Street of Yuanhe. At thesame time, the writer also make a lot of interviews with district officials, community workers and residents to get the first-hand information and refer to the successfulexperience public service abroad. Finally, based on these information, the writer striveto make the comb system and put forward some countermeasures to improve andperfect the public service system of "Country to Residence Community".
