Both "The Outline of National Long-term Education Reform and Development" and "The points of Ministry of Education,2012" make a clear requirement on non-degree continuing education, non-degree continuing education gradually get people’s attention. With the advocating of lifelong education, the institution of non-degree continuing education expands people’s space of continue education. However, blended learning, as a very practical way of learning, gradually beyonds a single traditional teaching to be accepted by the public, and then, whether the organic combination of blended learning and non-degree continuing education or not, becomes the focus of attention of researchers.In order to know situation of blended learning in non-degree continuing education, the research, from the elements and effects, makes a deep discussion to provide references for non-degree continuing education institution. Take documentary research, survey interviews, investigation as research methods, combined with the actual situation of a non-degree educational training institutions in Dalian City, analyzed application profiles of blended learning from teaching and learning activities, personnel, information resources, support, information transmission, teaching and evaluation, and resolved the specific effects of blended learning from students and managers, carried out a detailed analysis on the proportion of blended learning, interaction, satisfaction, recognition, etc. In addition, in order to understand the detailed non-degree educational training, the paper interviewed students, manager, assistant of Dalian in "T" education. In the end, the research give some advice combining staff, teaching activities, resources and evaluation of blended learning in non-degree educational training institutions.Taken together, this research draw the following conclusions:Without a fixed proportion, blended learning need timely and change according to the nature of the non-academic training; The workers are more suitable for blended learning than students; Resource availability is the most important condition to carry out the success of blended learning; Demand starting is the guarantee of succeeding in Blended learning in non-academic education and training application. Completion of the above discussion, the article analyzes the deficiencies in study, and makes a outlook of blended learning in non-degree educational training institutions.
