Local normal colleges and universities have a social responsibility for preliminary education in rural areas with cultivating normal students as its main realization approach. However, as for the transformation development period of normal colleges and universities, new approaches or channels should be explored to meet their sustainable development as well as the cultivation of normal students.In this paper, the stakeholder theory is used in the research of normal students’cultivation within normal colleges and universities, which generalizes that the cultivation of normal students not only has much to do with the realization of the interests and demands of the stakeholders, but also under the influence of the stakeholders.This paper based on the concrete analysis of the orientation and cultivating mode of normal students in normal colleges and universities, inductively defines that the stakeholders of normal students cultivation in local colleges and universities contains normal students, teachers, administrators, local primary and secondary schools, local governments and educational administrative departments. Furthermore, it explores the concrete interests and demands of stakeholders as well as their interaction of unify and conflict, striving to de-conflict their interest under unified demand, proposing a bilateral win-win strategy for the cultivation of normal students in local normal colleges and universities that not only in favor of the cultivation but also guarantees the interests and demands of stakeholders.The interests and demands among stakeholders vary in the cultivation process but integrate into the stable and sustainable development of normal colleges and universities. This paper, focusing on the conflict of stakeholders, basing on "unified" interests and demands, but choosing "conflict" ones as its breakthrough, comes up with the development strategy of normal students’ cultivation under the prospective of local normal colleges and universities. That is, firstly, starting from the self-building of local normal colleges and universities, complete their institutional framework, and attract stakeholders to participate the cultivation of normal students, to set up a diversified governance model with stakeholders’participation; relying on the satisfaction of the stakeholders, combine the local characteristics, and enhance the brand building of local normal colleges and universities, to expand the resources accesses and effectively integrate development resources. Secondly, the interests and demands of stakeholders should have reasonable responses and the relation and communication among stakeholders must be enhanced in details, thus the bilateral win-win relationship between normal students’ cultivation and stakeholders is realized.
