In recent years,talents have become the main driving force of economic and social development.At present,both domestic and foreign countries attach great importance to talent,and a series of talent policies have been introduced,making the competition for talent increasingly fierce.However,in China’s special governance framework,the development of these policies is "follow the trend" or "choose the best",the implementation of talent competition policy needs to be analyzed.This paper first considers the impact of talent scramble policy on regional technological innovation using the PSM-DID approach.Then,we investigate the effect of talent scramble policy on regional human capital investment differences and analyze regional heterogeneity by constructing an RDD model,and finally,we empirically analyze the effect of talent scramble policy on regional talent quality and its spatial spillover by constructing a Spatial Durbin Model.The research in this paper tries to answer the following questions:(1)Does the talent scramble policy contribute to the development of regional technological innovation? In what way does it affect the level of regional technological innovation development?(2)How to scientifically and rationally view the relationship between talent scramble policies and regional human capital investment? Does the implementation of talent scramble policies have differential effects on human capital investment due to regional heterogeneity?(3)Have talent scramble policies significantly contributed to the improvement of regional talent quality? Does the implementation of talent scramble policies in the region have spatial spillover effects on neighboring regions?In view of this,the thesis selected 48 prefecture-level and above cities in China from 2010 to 2019 as the research sample,and firstly,the PSM-DID model was used to examine the net effect and mechanism of action of talent scramble policy on the improvement of regional technological innovation level.The results show that,the implementation of talent scramble policy significantly improves the level of regional technological innovation,meanwhile,the level of economic development,foreign direct investment and new urban employment have a positive impact on the scramble for talents in each region,while the degree of trade openness,industrial structure,financial development,and total postal and telecommunications business do not play a significant role in the scramble for talents.Next,a Regression Discontinuity Design(RDD)was used to focus on the effects of talent scramble policy on regional human capital investment and regional heterogeneity.The results show that the implementation of the talent scramble policy has a differential impact on human capital investment,with the implementation of the policy having a non-significant expanding effect on the talent dividend and a significant expanding effect on the opportunity cost of education in cities with low talent dividend growth rates,while the implementation of the policy has a significant expanding effect on the talent dividend and a significant shrinking effect on the opportunity cost of education in cities with high talent dividend growth rates.Finally,the impact of talent scramble policies on regional talent quality and the spatial spillover effects of the policies were empirically analyzed by constructing a Spatial Durbin Model(SDM).The results show that the implementation of the talent scramble policy has a significant positive impact on regional talent quality,At the same time,each region’s talent scramble policy not only has a significant positive impact on the quality of talent in this region,but also has a certain "spillover effect" on the quality of talent in adjacent regions.Therefore,when formulating policies,regions need to strengthen and deepen cooperation with adjacent regions in the introduction of talent,innovate the idea of collaborative governance,strive to eliminate regional barriers,achieve policy integration,and jointly improve talent governance capabilities.This paper evaluates the implementation effect of the talent scramble policy from the theoretical and empirical levels,and empirically tests the impact of the talent scramble policy on regional technological innovation,regional human capital investment and regional talent quality.The research results will further enrich the evaluation of the implementation effect of the talent scramble policy,and provide theoretical basis and guiding significance for the implementation of the talent scramble policy in various regions of China.
