During the mid-1990s, liberal quality education has attracted wide attention from the higher education. Academic education gradually began to move towards to a prominent people-oriented concern, while emphasizing knowledge-based tradition, also started to pay more attention to overall development of students’personality, innovation and practical ability, on the basis of which began to enter the exploration period of general education.Local Normal colleges are apparently aware of the superiority and necessity of the general education, hoping to achieve the students training plan through general education. However, after reviewing the achievements and results through the practice of recent decades, there is still a wide gap in terms of the development、application of general education course and original expected outcome. Therefore, in order to re-inject the new vitality to the general education of the local normal universities, academia needs to reconstruct the general education in terms of idea and system.Based on the case study of Z University, this paper uses the qualitative research methods commonly applied in the study of higher education, including literature review, interview, questionnaires. In order to explore the problems of general education, causes and countermeasures existed in Z University the specific research contents contain the idea of general education, curriculum implementation status and so on.Paper can be divided into5chapters, followings are the main contents:Chapter1. Introduction. This chapter will explain the origin, significance, literature review, research methods, and theoretical foundation of this issue.Chapter2. The local Normal college and general education. This chapter introduces the purpose and significance for the local Normal college to implement general education, as well as the constrained factors.Chapter3. The status of general education in local Normal college-the case study of Z University. In this chapter, the author introduces some basic information of general education. Moreover, questionnaires and interviews were used to demonstrate the personal feelings of students and teachers towards the implementation of general education. The misunderstanding of general education idea, the shortage of teachers, default design of curriculum and dysfunctional organizational structure were drawn to the conclusion.Chapter4. Depth case analysis of Z University. In this chapter, author elaborated the causes rooted in the school for the general education included the concept dilemma, implementation dilemma, conditional dilemma, philosophical dilemma and basic dilemma.Chapter5. Conclusion and suggestion. This chapter reviews and briefly summaries the above sections. Finally, the author puts forward some measures to overcome the plight of general education and further develops the corresponding countermeasures for local Normal college.
