Articles of the Academic Committee are the work program of the AcademicCommittee. They are the dynamic response of the internal operation mechanism andthe standardization of system design which reflect the charter makers’ interest anddemands. Since the promulgation of the Higher Education Law of the People’sRepublic of China, universities at home have established the Academic Committee aswell as the constitution, regulations and rules accordingly. However, the AcademicCommittee in its actual operation process not truly reflected the original intention“professors’ academic governance”,“academic freedom” and “democraticgovernance”, and gradually reduced to an embarrassing “display” or “tools”.Research on Chinese public university academic committee is a topic oftheoretical value and practical significance. It can not only provide theoretical supportfor the internal management system and operation of institutional reform for highereducation, but also is in line with the national long-term education reform anddevelopment planning framework and requirements of the Higher Education Act.Research on operation mode of the academic committee can clear its responsibilityand authority at all levels, and it is conducive to the separation of administrativepower and academic power as well as to help improve the academic managementprocess scientifically, democratically and efficiently.The thesis firstly describes the basic concepts and theoretical basis on operationmode of the academic committee and reviews of the historical origins and universityacademic committee system. According to Western University academic council’sdevelopment experience and academic power structure of the relational schema, theauthor summarizes the three basic principles of "academic freedom”,“corporategovernance” and “professional autonomy” as the core academic governance processas well as its modern features of “separation of powers”,“bureaucratic management”,“the committee system”, and “the principal occupation”. And then, by extracting15public university academic committees of different levels, types and regions in Chinaas the text sample, the author analyzes the existing problems and the reasons from theaspect of organizational structure, power configuration mode and academicmanagement system.The research shows that reasonable run of China’s public university academic committee should insist on the basic principles of academic freedom, democraticmanagement, and professors’ academic governance as well as the five basic elementsof academic-oriented management system, clear responsibility and authorityinstitutions, coordinated and balanced staffing, democratic and scientificdecision-making mechanism and complete supervision system to reflect academiccommittee, as university’s internal academic decision-making agency, scientific,democratic, independent and efficient.
