Exam-oriented education, as a way of selecting talents for China, has been very important in Chinese education history. However, with the rapid development of science and economy, students who are educated only to get higher scores in exams find it more and more difficult to meet the needs of social and personal development. One the one hand, society needs more innovative citizens with cultural attainments. While on the other hand, students and teachers in schools are under the high pressure of college entrance examination. Particularly in Hebei and Shandong Provinces, the pressure from exam-oriented education has even spread to primary schools. For the long-term benefits of both the nation and the students, teachers should find the balance between exam-oriented education and quality-oriented education rather than making efforts only to help their students get higher scores.Therefore, this paper aims at solving the problem of how to better improve students’ Chinese language attainments while cultivating their innovation under the context of exam-oriented education. Chinese language, as a subject unifying instrumentalism and humanity, is relatively more flexible than math and science making it possible to take the responsibility of cultivating innovation and Chinese language attainments under the context of exam-oriented education. While open homework with the characteristics of rich content, various forms and multiple evaluations may become a carrier to realize this concept. In order to make the design of open homework more scientific and systematic, practice research and advanced education theories are needed.Based on the theory of "the six liberations" by Tao Xingzhi, this paper tries to take open homework as a carrier to solve the problem of balancing the cultivation of Chinese language attainments and innovation under the context of exam-oriented education. Taking Yifu School, a public primary school in Weichang Manchu Mongolian autonomous county of Hebei province, as a case, this paper explored the content, form and other aspects of its open homework, gave analysis and suggestions for the school. Besides, this paper also provided primary design of open homework enlightened by "the six liberations". I hope that this paper can be useful in finding the balance between exam-oriented education and quality-oriented education.There are mainly three parts in this paper. The first part introduces the background, meaning, theoretical foundation and research objects. The second part shows the research results in case schools and gives analysis. The third part gives suggestions for Yifu School and basic designing conception for Chinese language open homework in primary school for wider use in other schools.
