The reform of higher education has been the key point of the development of the national education. Bologna process is the most significant and involved the widest range of reforms in the field of European higher education in recent years. Member states by implementing a series of action lines, strengthen the higher education areas of cooperation, in order to eventually establish European higher education area. The history of Finnish higher education is not long, but is developing very quickly. Signatories as the first batch of the Bologna Process, a lot of change have occurred with the process of the development of higher education.The main body of this article is divided into four parts:the first part describes the overview of the Finnish higher education and the reform background of Bologna Process. The second part discusses in detail after joining the Process, the reforms of Finnish higher education structure, credit transfer, quality assurance system, personal mobility, lifelong learning. The third part introduces the reform of the University of Helsinki and Seamk Polytechnic, in order to give a more microscopic description of Finnish higher education reform. The fourth part is evaluation and thinking of Finnish higher education reform, evaluation based on the changes and challenges, thinking based on the enlightenment to our country’s higher education reform. The enlightenment includes four aspects:recognition of degree and credits, college students employment force and competitiveness, the improvement of quality assurance system, regional cooperation in higher education.Through the reform, Finnish higher education becomes more open and more competitive. On the basis of the scattered domestic scattered information, with extensive reading the literature of the Finnish higher education, this article adopts the literature analysis, comparative study, attempts to make comprehensive introduction to Finnish higher education reform, in order to reference for the development of higher education in our country.
