Bologna Process has gone14years since29countries signed the Bologna Declaration. The objective of Bologna Process is to establish an equal, cooperative and efficient united system in Europe, and make European higher education more attractive and more competitive in the world. Ukraine signed the Bologna Process Declaration in May2005, and became a member of the Bologna Process. From then, Ukraine reformed its system of higher education in such areas as the degree system, quality assurance system and credit transfer system.By analyzing the backgrounds, measures, achievements and challenges in the higher education reform in Ukraine, we could know well of the Ukrainian Bologna Process and provide a useful external perspective on higher education practices for Chinese higher education reform.This study is divided into six parts:The first part is the introduction, which discusses the topics, meanings, as well as conceptions of this study and reviews the previous relative researches.The second part analyzes the reasons why Ukraine chooses to join the Bologna Process.The third part is to analyze the measures of the reform, which includes constructing a national qualifications framework, introducing ECTS credit system, improving the quality assurance system, and expanding the use of network information technology.The fourth part illustrates the achievements of the reform, which includes enhancing cross-border exchange and cooperation, providing more employment chances for graduates, increasing transparency and fairness in the mutual recognition of qualifications, and broadening the way of lifelong learning.The fifth part analyzes the challenges that Ukraine faced in the Process, including coexistence of old and new higher education institutions, the divergence between government and autonomy; the crisis of marketization of higher education, the contradiction of cooperation and competition of higher education. Some of these conflicts are the common problems in the reform of higher education in other counties.The sixth part is to reflect on Chinese higher education reform under the background of globalization, based on analyzing the higher education reform in Ukraine.
