Since the last century,compulsory education has been established as the most fundamental national policy in order to greatly enhance cultural literacy.Compulsory education not only can help countries to develop desirable talents,but it can also directly influence the aggregate level of cultural literacy as well as moral accomplishments.Since the beginning of the new century,economic development and social transitions have made demands of education in varieties of ways.As China emerges into the international economy,our living standards have increased tremendously and at the same time cultural literacy has been further enhanced.That being said,we need to further perfect our country's various policies regarding compulsory education.Among all aspects of compulsory education,enrollment policy has received extensive attention.The implementation of enrollment policy will be directly associated with the development of education equilibrium,as well as affecting the realization of the equal opportunity of education.From an international perspective,most countries have implemented nearby enrollment policy.However,due to the differences among policies,regulations and cultural backgrounds,nearby enrollment policy execution process has showed some similarities,as well as some deviations.As the most important and fundamental policy to guarantee equal education opportunities,nearby enrollment policy is closely related to,inseparable with people ' s lives.Nonetheless,nearby enrollment policy has encountered difficulties in our country during its implementation process.Economy,social environment and how to choose schools have all hindered the process,as well as preventing China from promoting an equal education environment.In recent years,policy research studies among different fields have been variously developed,which can greatly ensure whether or not the policy is scientific and reasonable.In addition,these researches can also greatly ensure the feasibility of complementation,as well as guaranteeing the objectivity of comments and feedbacks.The author aims to combine policy science study and nearby enrollment policy,as well as utilizing relevant scientific results to assist and enhance our country's compulsory education nearby enrollment policy.From the perspective of policy science,this paper analyzes the real causes for the main problems that hindered the policy execution by researching the history of the nearby enrollment policy and the implementation of the status quo.Then,the paper will compare between other typical nearby enrollment polices of western countries and China and examine their rationality and advancement.Furthermore,the paper will recommend the corresponding effective policies bases on our country's actual conditions.
