In modern times, the increasing development of economy in our country drives the rapid advancement of education. Adult Higher Education has experienced thirty-year growth, which presents diversified and personalized characteristics in terms of school running mode. The progress of the times brings up to the progression of thinking. People’s demand for education has undergone various changes. How can we survive and maintain a sustainable development in the age of Higher Education Enrollment Expansion and Higher Adult Education mode popularization is a demanding problem that administrators in Beijing Television and Radio University (BTVU) should confront. In terms of distance open education in BTVU, teaching quality which is crucial to improve the competitiveness takes the equivalence of lifeline. In such circumstance, a perfect teaching quality monitoring system is essential to accomplish the goal and guarantee the teaching quality. It could prevent quality declination and enhance quality level effectively. Therefore, the flexible usage of modern quality management methods combining with the forward-thinking concept of quality management would establish the teaching quality monitoring system in accordance with our own actual and distinctive distance open education, which plays a vital role to promote the quality of teaching in Radio and Television University.On the basis of the relevant literature review and research findings on ISO9000standards in education institutions from domestic and foreign field, utilizing quantitative and the qualitative analysis as the methodology, the paper takes BTVU of Fangshan branch (hereinafter referred to as the "Fangshan branch") as an example to specifically illustrate the operation and operation effect of "teaching quality monitoring system" by means of introduction of ISO9001quality management system (hereinafter referred to as "ISO9001"). It is on the basis of development of times and its own characteristics from the period of initial stage for pilot of distance open education up to the present time. In the meantime, a series of problems in terms of the backward concept, unsound institutional mechanism, narrow scope of the monitoring system and incomprehensive monitoring objects existing in the university are identified; accordingly, the reasons for these problems are explored and some solutions are put forward correspondingly. It is expected to improve the teaching quality monitoring system with boldly innovation and the newly teaching quality monitoring system would be designed conforming to era characteristics and university development.The main body of the article consists of five parts:the first part, introduces the purpose and significance of the study, the ideas and methods of the research, expounds the theoretical foundation of research, namely, the eight principles of quality management; the second part, introduced the "distance and open education pilot" background of Fangshan TV University from the Open University of China, choice necessity and feasibility of introducing the ISO9001system were analyzed, elaborated construction "principle and the whole frame of teaching quality monitoring system" based on the system, explains the contents and steps inside the frame, and operation, the system running effect is introduced; the third part, from the point of view of scientific management and in view of their own characteristics, by means of investigation and analysis and empirical analysis methods, summed up the "teaching quality monitoring system" in the process of operating problems, and find out the root causes of the problem; the fourth part, according to the author’s practical experience, reference design method of process design and elements of ISO9001quality management system, innovation "teaching quality monitoring system", combining "one of the three auxiliary" teaching mode, with the help of "5M "management mode, the establishment of supervision and evaluation, management review "type" teaching quality guarantee system ", and its advantages are analyzed; the fifth part, according to the" existence of teaching quality monitoring system ", summed up the corresponding countermeasures and suggestions for improvement, in order to provide the reference and ISO9001system popularized in Beijing BTVU System in the future.
