As education is the foundation of our country, elementary education is the cornerstone of education.It is pointed out that “elementary education is the groundbreaking project of rejuvenating the countrythrough science and education. It plays an overall elementary guidance role on improving the qualitiesof the Chinese nation, training personnel of various types, and the promoting economic and socialmodernization” by The Decision of the State Council on the Reform and Development of ElementaryEducation. After World War II, many Asian countries regard education as an essential means oferadicating poverty and promoting economic and social development which propels the all-roundprogress of economy, politics, culture, and society effectively. As an ancient civilized country with fivethousand years history, China always puts education in a more prominent position especially elementaryeducation and produces a large number of influential educators even in modern world since ancienttimes. Remarkably, since the reform and opening up, the CPC Central Committee and the State Councilput education in a more prominent position based on the primary stage of socialism in China’selementary national conditions. As a result, it has made unprecedented achievements in educationalundertakings: the socialist education system has founded with a growing scale, continuously higherquality, more rational and effective structure in order to provide a strong human and intellectual supportfor China’s socialist modernization and a moderately all-round well-off society. However, theelementary education of our country exists many problems that need to be tackled with due togeographical differences, the level of awareness, institutional mechanisms. Exploration and research ofelementary education on certain area benefits the promotion of summarizing outstanding practice andexperience of similar areas as a whole as well as provides a valuable reference on further summing upexperience and shortcomings, finding major restraining factors and advancing elementary educationwork better.Guangyang District occupies a unique geographical location and distinctive regional characteristicsas the central district of Langfang City and neighbor of Beijing and Tianjin. Over the years, GuangyangDistrict always puts education in strategic position as a priority task in accordance with therequirements of the central authorities, provincial and municipal governments. It increases investmentand deepens reform and innovation constantly, resulting in certain achievements in the development ofelementary education. However, there is an also big gap between level of elementary development andpeople’s growing demand for education. Therefore, it is necessary to face the status quo of GuangyangDistrict elementary education based on practice, study and explore own shortcomings and majordifficult problems required to be solved, and motivate Guangyang elementary education to constantlymove forward by drawing and absorbing domestic and foreign education and teaching experienceespecially similar areas of Guangyang District. In that sense, it has a great referential significance for usto research the development countermeasures of elementary education in Guangyang District to benefitelementary education of Guangyang District even Langfang and the surrounding central districts.This thesis takes a combination of qualitative and quantitative research methods and focuses onmacro analysis and empirical research. Based on the line, principles and policies of the CPC, it set forthcomprehensively the exposition of Guangyang elementary education by the research direction of thedevelopment of elementary education in Guangyang District, the principle of seeking truth from factsand the use of the theory of human capital and elementary education. The thesis analyzes empirically onthe factors for the development of elementary education in Guangyang District and learns advancedexperience and excellent practice in elementary education at home and abroad by the longitudinalcomparison of structural condition of elementary education, the process of historical development andelementary education in the development and by summary of strengthening elementary educationpractical experience. Furthermore, the thesis identifies the problems of the Guangyang elementaryeducation development process, ponders existing problems, sorts out the idea of the development ofelementary education, and puts forward countermeasures and suggestions based on successfulexperience of the development of elementary education.
