Since McClelland triggered competency movement in the1970s, the fields of psychology, education and human resource management dedicated to study on competency. There are many competent modeling study focused on development and application which based on competency theory. Especially in recent years the competency theory began to use for human resource management activities extensively. This study selected normal universities’counselors as the research object to build a competency model.Recently Ministry of Education, education departments and colleges all pay more and more attention to the development of the college counselors. At this point, the study of competency of the college counselors may play a guiding role in all aspects of selection, training, etc. In addition, the college counselors in normal university are the especially unique existence which compared with other college counselors. Their quality and ability level largely determines the quality of next generation educators. It’s also the key issues related to train qualified educators for the society.Therefore, the purpose of this study is to use the classical competency modeling method to get the competencies of college counselors in normal universities. In the same time, the Checklist method commonly used to modify model. Strive to build a competency model which can accurately reflect the characteristics of their job and depth excavation necessary potential traits of them. Build the structure model of normal universities counselors competency, would contribute to a description of the counselors’ growth and development process, make a comprehensive picture of the characteristics of the Normal universities’ counselors.Conclusion:In the Normal university counselor’s competency model, mainly contains35items of competency. There are significant differences in11items of competencies between high performance group and general performance group,.
