The advance in technology and information has brought change for all aspects ofour lives and studies. Learning how to seize the opportunities brought about byadvances in information technology to education reform has become an importantdirection of modern education exploration. The e-book package is the product of thecombination of high-tech information and education. It can bring us new changes inthe development of our education and improve the quality and efficiency of education.E-book package has become a new wave of trend in the field of internationaleducation and led to changes in it. There are more than fifty countries in the worldtesting the e-book package. The development of China’s e-book package is still in itsinfancy, and e-book package compulsory education in the field of application has alsocommenced a trial in some cities, related policies are enacted to guide thedevelopment of the e-book package. This article studies the theory and practice ofgovernment policies to support the development of e-book package compulsory andlearns from the United States as well as Japan’s e-book package compulsory educationin the development of relevant government policy by means of a literature study andcomparative analysis, and it put forwards to some proposals to improve ourgovernment to support e-book package in compulsory education in the developmentof policy recommendations.Compared to traditional paper textbooks, e-book package has many advantages.The popularity of e-book package in the classroom will bring the transformation ofthe education sector in China, the mode of teaching will transform from traditionalway to modern way with using equipment highly and intensively of electronicequipment and network resources under the premise of quality education. As thepublic product provided by the government, now the compulsory education’s fair isprovided by the government. The final goal of the enterprises inventing and producingthe e-book package is to obtain profit, if the government want to buy it as the tool oflearning in the classroom instead of the traditional tool of paper book, it will costmuch more. To make the government be willing to pay for the e-book package, theenterprises should make the e-book package the most of it and struggle to get thesupport of the government. Chinese government’s support for the e-book packagedevelopment in the domestic compulsory education policy has begun to take shape; we can put forward a sound government policy support for the development ofcompulsory education in the e-book package recommended by contrast. Fist is toaccelerate the development of the electronic content the unified format standards,promote the development and popularization of e-book package in compulsoryeducation. Second, we should speed up the construction of China’s intellectualproperty laws, especially the construction of intellectual property laws and regulationswhich electronic copyright as well as e-book content. Third, the government needs toimplement macro-control, increase financial support for the e-book package into thedevelopment of compulsory education in the field of financial support, and introducethe e-book package written programs, as well as the implementation of the rules.Finally, the government needs to set up an e-book package popularize compulsoryeducation leadership team to guide the implementation of this ambitious plan.
