The issue of education should be strengthened on livelihood of people and socialconstruction. There are new requirements for vocational education development inthe new era. Along with China’s rapid economic development, a new era requirescolleges and universities to cultivate students with skills such as a high-quality, highlyskilled, ground operation. To complete this important task, only relying on innervocational college teachers, the strength is weak, so external teachers has become apowerful mainstay. Paper based on practical significance, it has made a detailed studyof external teachers of higher vocational college.This article is based on the Shanghai vocational college trends, particularly takeshanghai Jianfeng vocational college as an example, has been explored humanresources management for external teachers. During that period of time, manyproblems had been found such as External teachers’ mobility, unstandardized ofrecruitment link, the decline of quality in teaching, and unreasonable distribution.There is a key point that problems have appropriate measures. Study uses theoreticalknowledge such as external teachers, defined definition of part-time teachers, humanresources, human resources management, performance evaluation, labor mobility,etc.Theory into practical, the paper is trying to figure out a way to the front level amongvocational colleges.Combining interviews, and statistical analysis with work experience, as well asthe support of public management theory, the paper is accomplished. For the externalteacher professionalism, two qualified teachers and teachers’ practical level, articleshas requested. Some ideas have been arisen in Measures of performance evaluation,incentives, monitoring of the quality of teaching. Any the paper is trying to letvocational colleges get better development.
