Industry-university-institute cooperation is the cooperation andcommunication made by enterprises, scientific research institutions anduniversities under the principle of common development, complementaryadvantages and mutual benefit. Industry-university-research institute (IUR)strategic alliance is an advanced form of Industry-university-research institutecooperation. It is a strategic path for building an innovation-oriented country.University is the body of knowledge innovation for IUR strategic alliance, whatrole does it play and how to improve the science and technology innovationsystem via it? Among IUR strategic alliance, teachers in university influenceimproving the scientific and technological achievements transformation in whatfactors and how to establish universities and research development model. Thoseare important issues to optimize the operation system and management model forIUR strategic alliance. Therefore, it is very important to study and define thedevelopment ideas for promoting a rapid and healthy development of IURstrategic alliance. Here, to solve those problems, we study several issues asfollows:Firstly, we study the influences on IUR strategic alliance from universityteachers. In this paper, we select20national university science parks as study case.Also, we collect teacher information that national university science parks relying,including number of full-time teachers, academicians count, the number of seniorteachers and the number of key laboratories. Then we analyze correlation betweenthose four factors and the number of enterprises settled in these parks. We also useBayes classification algorithm for data whose labels are given by national scienceand technology and the ministry of education to verify teacher factors on whatimpact the final classification.Secondly, we study how to build university faculty and IUR collaborativedevelopment model. Through analyzing the development of university researchcollaboration feature, we study the initial stage, collaboration stage andco-continuous phase stage in detail. According three main factors of IUR allianceand influences of government and other agencies, we build collaborativedevelopment model as well as analyze different parameters in three stages. And wealso provide two strategic alliance models to ensure the ongoing cooperation.Finally, we do some research about faculty development mechanism underthe strategic alliance. From the respect of government, we give advices on how to support, guide and coordinate the construction of university teachers. Then, weintroduce the government incentives on university funding and teachers taking,innovation, and establish a competitive way, etc. In this paper, several goodexamples are showed as ways of cooperation mechanism, such as American MITIUR strategic alliance, Germany centers for knowledge interchange (CKI)mechanism, Japanese academia and government alliance, Taiwan industrialtechnology research institute (ITRI). Based on the above analysis, in this paper,we present four cooperation ways and two incentives ways.
