With the advent of the knowledge economy, the competition around theworld has changed into the talents’ competition. As an advanced scientific andcultural knowledge carrier in the world, the overseas higher level talents havedrawn more and more attention by Chinese government and universities.Talent is an essential component under the universities’ development. Tryingto bring in the overseas higher level talents would help the universities rapidlyimprove their international competitiveness. However, limited by the nationalconditions, the majority of the overseas higher level talents we were bringingin are overseas Chinese higher level talents. And most of them are servingwith the key universities. So, how does the general universities to do underthis situation? This is the target of this paper.Based on the other universities’ experiences of introducing higher leveloverseas talents, the paper analyzes the current situation and importantcontribution of China’s introduction of higher level overseas talents bystudying documents, real-time researching and visiting consultant. Under theguideline of the Push and Pull theory and Maslow’s Hierarchy of NeedsTheory, the paper analyzes Huaqiao University’s experience on bringing inhigher level overseas talents, proposes corresponding recommendations forsolving the problems emerged in the introduction of the higher level overseastalents of general universities.The paper contains6parts. The first part is to introduce the researchbackground, significations, status, content, and the theory. The second part isto introduce the concept of the higher level overseas talents, analyze thecurrent policies, features of introducing the talents and conclude its necessityand importance to Chinese universities. The third part is to introduce somegood experiences made by Harvard University and Suzhou University, and tryto conclude their revelation to general universities. The forth part elaborates the status of Huaqiao University’s introduction of higher level overseastalents, and analyzes the strength and opportunities during the course. Thepaper also analyzes the difficult situation of Huaqiao University, trying tohelp the readers to understand the current situation of most of universities.The fifth part proposes solutions of the problems mentioned by fourth part.The sixth part summarizes the5parts mentioning above. Note that as ageneral university, it’s very important to introduce the higher level overseastalents. And for general university, the introduction of higher level overseastalents is not only an investment, but also an long-term adherence policy. It’sthe result of multiple factors. So if you could make a good use of your ownadvantages, you could also play a key role on this talents’ competition stage.
