With the continuous progress of information technology and curriculum integration, multimedia-assisted teaching technology is becoming increasingly popular, almost into the normal teaching of the school. The number of various types of media, and the amount of information that came into being are also increasingly complex, which, reflects especially in audio and video resources. Teachers in conventional teaching are difficult to break through the restrictions of time and space. The extensive usage of audio and video media has become a necessity in order to create a better teaching situation to the students. VCR recording has begun to be used as teaching materials in my school since1980, which has been accumulated nearly6000hours. As the school’s information technology environment with fiber optic broadband Internet access has been achieved and teachers can find plentiful of teaching resources from the network, it is an urgent need for the original tapes to be transferred into digital resources and for teaching resources downloaded from the Internet. In order to meet the teachers’demand for teaching resources transferred into digital audio-video resources and to achieve the scientific and standardized resource construction, we need to establish applicable audio and video resources system in the school for management of audio and video resources and application in education and teaching.The development of digital audio and video system in the network environment for middle school is based on Web-JAVA+MYSQL database access technology. Superuser, resources administrator and ordinary users have different permissions for maintenance, management and usage of the website platform. Ordinary users can inquire and download resources; with the right of ordinary users, administrator also can upload and delete resources, and modify the resource property; in addition to the right of administrator user, superuser could approve and delete users as well as setting user permission. Under the regulation of "Norms for audio and video resources system construction in Tianjin No.42Middle School,"the research and development of the video resources system is for scientific and effective building of digital audio and video resources in our school. The norm aims at scientific management of audio and video resources and much convenience for administration and resources download.This paper analyzes the purpose, significance and necessity for construction of audio and video resources with relevant theoretical knowledge and professional technical support system as the basis. It also elaborates the exploration and formulation of the norm for audio and video resources management, the specific operation of the system and the practical applications. In the end, it researches on the situation after the system has been used at our school for a period of time.
