It is essential to enhance or improve the overall qulity of students in independentrecruitment of high schools. There are three pinciples in evaluating the overall qulityof students in independent recruitment of high schools. Firstly, we should carry outthe core parts of education for all-round development, focus on the questions aboutWhat kind of people should we foster? How to cultivate students?. Observe andstudy whether students take responsibilities of serving the society and nation, whetherthey have spirits of innovation and practical abilites of solving problems. Secondly, itis necessary to obey the law of essence of talent, choose the right target talent, assess intrinate qulities of students from physics, psychology, intellect and moral etc.Through them we can find that whether students have the ability which can makethem a useful person from self-study and practicing. Thirdly, we should follow thecontents and requirements of evaluation on overall qualities of students, focus onmoral characters, citizenship literacy, capabilities of learning, practicing andinnovating, communicating skills, health status and the sensitivity to beauty. Theevaluation which is not only qulitative but also quantitative should be carried outdynamically, objectively. In general, the development of autonomous enrollment experienced three stages, including initial attempt, deepen pilot and steady progress. The current universityautonomous enrollment present some characteristics, such as diversified types, influence scope enlargement, selection type diversification, evaluation indexgeneralization and so on. But there are also the following six problems that need to besolved urgently. The evaluate focus on intermediate links and lack of system planningand feedback; the weight of written examination and interview are not reasonable andthe topic scientific design needs to be enhanced; the evaluation content is lack ofscientific; the evaluation indexes are difficult to quantify; the evaluation model is toocomplex to processing data and cost too much; the pilot universities are separated andare not conducive to the improvement of autonomous enrollment pattern.According to the principles established by the evaluation index system andevaluation standard system, we analysis the current social awareness of the quality ofcollege students and collected the need for overall development of students, then wetry to establish the college admissions process of high school student’s comprehensive quality assessment model by using of expert interviews, survey method and others.Meanwhile, in order to illustrate the importance of the indicators, we using theanalytic hierarchy process to determine the weight of the self-enrollment processstudents’ comprehensive quality evaluation index system. We used the method ofqualitative and quantitative assessment of the students’ comprehensiv e quality andgive a detailed description of the specific use and implementation of methods andquestionnaires. The evaluation model has a strong flexibility and guidance, collegesand universities can re-adjust the weight of each index and can also be re-preparationof the questionnaire, and re-design of the implementation of the new evaluationmethod.
