At the background of vigorously developing vocational education in the country, promoting vocational college teachers’ quality improvement plan, with the present situation of serious lack of Double Qualified Teachers, Hunan Province carries out training project of specialized course teachers in secondary vocational school. The project starts from2010to2015. Trainees are all the existing specialized course teachers in secondary vocational school. The project performs the system of overall planning at the provincial level and ranking management. Province-level training as the leader of the project, should play an active role.At present, the secondary vocational school education quality evaluation in many cities and states, districts and the counties is still in its infancy. Even the provincial administrative department of education and scientific research institutions have few unified evaluation schemes. Evaluation is an effective means of promoting to improve education quality. Researching on vocational education evaluation and establishing the quality evaluation system is not only an objective need of vocational education development, but also the need of enriching theory of education evaluation. I’m engaged in vocational education for many years, combining with personal knowing and understanding of vocational education, using comprehensively action research method, investigation method, literature study, researching on the secondary vocational education teaching quality evaluation system in the core of employment, aiming to provide paradigm of vocational education evaluation for the province, to establish the comprehensive vocational education quality, to build practical teaching monitor and evaluation system,which’s in accords with the actual situation of secondary vocational education and improves students’ comprehensive vocational ability, to guide the secondary vocational school teaching quality evaluation, to promote vocational schools to determine the cultivation objectives, set up professions, organize teaching, strengthen the construction of teachers’ team, build practice bases, around the core employment goals. Meanwhile, the study is to arouse teachers’ work enthusiasm and improve the teaching quality of secondary vocational schools in an all-round way, through the teacher’s teaching quality evaluation.This thesis’s based on understanding the present situation of secondary vocational school education teaching quality evaluation, from the perspective of empirical research, to analyze importance of building the secondary vocational education quality evaluation system in the core of employment and to put forward my own views on how to build it. At the same time, beginning with the principle of evaluation system framework design, the determination of evaluation subject, the composition of evaluation factors, evaluation weights and so on, this study regards the government (administrative department of education), employer and a third party as the main evaluation subject, introducing evaluation system to evaluate the teaching quality of secondary vocational education, so that it changes the past situation of the education administrative department as the only evaluation subject, preliminary builds teaching quality evaluation system, which is in core evaluation index of employment work, and reflects basically the characteristics of the current secondary vocational education. Besides, the thesis puts forward that the teaching quality evaluation of secondary vocational education should be successfully organized and implemented with employment as its core and that specific measures should be taken to guarantee the teaching quality of secondary vocational education.
