Heyuan City is a underdeveloped economy prefecture-level city in GuangdongProvince, with five counties and one district, including Dongyuan county, Hepingcounty, Longchuan county, Zhijin county. All the five counties are the key povertyalleviation counties in Guangdong Province (16in total). Influenced by thefactors of economic backwardness, Heyuan primary and middle school teachers’training quality and effect are not very ideal, there are many problems. Basedon my job and using the methods of documentary and investigation, I make studiesand research on the aspects of “training funds investment and guarantee”,“thetraining contents and forms” and “training examinations and evaluations”,analyze the main problems and the causes of teachers’ training in primary andmiddle schools in Heyuan city, and put forward strategies to solve the problemsof primary and middle school teachers’ training in Heyuan city.In the aspect of investment and funds guarantee, the main problems are thatcity or county financial agencies haven’t follow strictly the eleventh item of“Guangdong Province primary and middle school teachers continuing educationregulations”. The fund for teachers’ training is not budgeted separately anddisbursed in full. Its objective reason is that Heyuan city’s fiscal revenueis indeed a meager, so it is difficult to pay in full. The subjective reason isthat the government’s understanding is not in place, without paying enoughattention to the training for teachers. The key countermeasure would be that theCity Government has to face its own responsivilities, and formate the “HeyuanCity elementary and middle school teachers’training implementation measures”(in order to) Effectively solve problems of the funds for teachers’ trainingnot included in the fiscal budget and not budgeted separately, and regulate theallocation and use of training funds, ensure the teacher training work smoothly.In the aspect of training contents and methods, usually the training contents are “a new bottled old oil”. Still mainly based on education, psychology,teaching methods, the training methods are“stiff”. There is the“spoon-feeding”situation, with teachers lacking interaction with the trainees. The main reasonis the lack of funds for training. Besides, professional quality of trainingteachers, the number of the heavy task of training are also the very importantreasons. The key countermeasure is that Administrative Departments of Educationshould develop as quickly as possible the “Heyuan primary and secondary schoolteachers’ training long-range planning”, change the disorder state ofteachers’ training, promote the methods and contents of training to be morestandardized and scientific. In addition, it can also be considered to introducethe market mechanisms, establish the resource library of training teachers toenrich the contents and methods of training in order to meet the teachers’ demandsbetter.In the aspect of training and examinations and evaluations, the main problemis that the Administrative Departments of Education and Teachers’ TrainingInstitutions are not implementing training examinations and evaluations as animportant part in training work. The fundamental cause is that in their minds,they haven’t not fully realized the importance of training examinations andevaluations, only to consider it to be an unessential form. The main solutionis that the Administrative Departments of Education and Teachers’TrainingInstitutions have to develop a teacher training and evaluation system, givingfull play to the role of assessment and evaluation feedback, encouragement,guidance and correction action, making good use of the assessment and evaluationof the results, to enhance the training effect and quality.
