Since the late1980s of the last century, China has been committed to the reform of the management system of public elementary and secondary education. School management system is an important part of the education management system. Study and research these outstanding experiences of the developed countries in the world will help us to build the mode of operation in public elementary and secondary schools better. And it is also benefit in affording us lessons in achieving the targets of scientific, democratic, institutionalized and systematic internal management system of Chinese primary and secondary schools.This article first defines the connotation of the school management system. And analyzes the importance of the school’s internal management system, including the effect of affecting the implementation of education policy, the satisfaction of staff and students in the school life, and is the key for the principal to lead a successful management.By analyzing the behavior of scientific management theory, the theory of administrative organization, people management theory and school-based management theory connotation and characteristics that its scientific and adaptability in the management of public elementary and secondary schools at home and abroad, an article in the U.S. public elementary school management system research and the management of primary and secondary school experiences of other countries to provide a theoretical basis.This paper uses a qualitative research method, with the author’s personal experience of teaching in a public elementary school of America. Take Alexander Ⅱ elementary school as a case, this thesis introduces its general situation and history. And it introduces school’s administrative system, teacher management system, financial management system and home-school cooperation system in detail. In order to demonstrate its management features of Alexander Ⅱ elementary school, it combines school management status with interviews of administrators, teachers and parents. And also it combines official data with scientific analysis.The features like principal’s autonomy, school’s characteristic management, standardized management system and humane school-based management in Alexander Ⅱ elementary school build a success story of American public schools. But at the same time, financial shortfalls, teacher flow, a single wage system and the lack of incentives reflects the current plight of public schools in the United States. For those internal management problems like lack of management real power of principal, lack of school management autonomy, lack of democratic management and supervision, lack of personnel security mechanisms and lack of scientific and operational evolution system and other issues which are existed in Chinese public elementary schools. The management experience of Alexander Ⅱ public elementary school formed following enlightenments to the reform of the internal management system in China. First, perfect the system of Principal Responsibility. Second, streamline administration and delegate power to the lower levels and macroeconomic control. Third, strengthen democratic management and democratic supervision. Fourth, establish a specific school management system. Firth, establish blameless educational assessment mechanism. Six, build a school, social, family trinity educational network.
