Nowadays, the development priority of private colleges in China has been transformed from "doing extensively" in scale to "doing intensively" in connotation. In the process of chasing "scale", the holders and the managers of private colleges are likely to "ignore" some problems in the process of development both consciously and un consciously. However, during the transition period in which colleges are obliged to attach great importance to their connotation construction, there is no way to avoid a lot of problems. For example, due to inadequate autonomy of school-running, one of the outstanding problems lies in the excessive administrative involvement in college management system. If private colleges, actually a kind of public product of society, can make use of new public management theory, the significance on the development of private colleges will be remarkably profound and far reaching.This thesis is divided into five parts. The first part is the brief introduction to the thesis including research background, research value, practical significance, and literature review, research methods. The second part is the theoretical overview of the management system in private colleges. It makes an account of the overall development of private colleges in China. At the meantime, it depicts the definition, characteristics,governance mode and management and legal policy of private colleges. In the third part the author lists the major findings by making a comparison of management system among private universities both home and abroad. In the fourth part the author puts effort on the approaches how private universities in China have been developed from scratch and summarizes some prominent problems they are facing and the corresponding solutions they have been pounding. The fifth part of this thesis explores how the management system of China's private universities can be made perfect from the following three aspects: firstly, improving the board directors election to clarify the administrative boundary of each member; secondly, implementing the "president responsibility system" by following " 3E " principle reasonably; thirdly, performing the duties of the board of supervisors according to the "right authorized " theory.With an insight into the introduction of new public management system, this thesis mainly combines the comparative research together with the literature research. And then with reference to the current situation of private universities in China, it proceeds to make a horizontal contrast of the relevant data and experience in United States and Japan so as to put forward efficient solutions to the dilemmas faced by most private colleges in our country.The innovation of this thesis is mainly manifested in the following two aspects: First,this thesis is theoretically based on the "new public management",which is mature enough in its logic that can be referred to explore the existing problems in the management system of Chinese private universities. Second, combined with those successful developing rules of private universities in the United States and Japan, the thesis gradually verifies the relevant theories of new management system respectively from the major findings of its previous comparative research. Finally, despite different national conditions, the significance and innovation of this thesis cannot be ignored since it sorted out its conclusions by combing the good points of both the United States and Japan. Therefore, this thesis hopes to make helpful reference for the administrative reform of private universities in China.
