Since ancient times,the "three rural" is the cornerstone of the countryand the root causes of food.However,the agriculture,countryside and farmers has notfundamentally out of trouble for thousands of years.The training for rural migrant laborforce can overall enhance the quality and skills of farmers,help rural surplus labortransfer to non-agricultural industries,is the fundamental way to solve the problem of"three rural".as an important way of rural human capital formation,the training for ruralmigrant labor force is particularly important in China’s modernization and theconstruction of new socialist countryside.Scientific and long-term training mechanismfor rural migrant labor force is the key to improve the training effect.For the rural richlabor resources of Sichuan,the rural labor transfer training is an important measure topromote economic development and is the fundamental guarantee to promote thecoordinated development of urban and rural.Although the domestic made a lot ofresearch on the training mechanism for the transfer of rural labor force,but the resultsof these studies are scattered,not deep.At present,the researchers have not done thesystem and in-depth research on the training mechanism of transfer.Based on thebackground of Sichuan,system-depth study of the transfer training mechanism hasimportant theoretical significance and far-reaching practical significance.Combined with empirical analysis and literature analysis,this paper summarizesthe current situation,existing problems,analysis the influencing factors of rural labortransfer training mechanism in Sichuan,and puts forward corresponding suggestions.This paper is divided into five chapters to discuss the mechanism of rural laborforce transfer training in Sichuan.The first part briefly describes the researchbackground,significance,research ideas and methods,research status at home andabroad etc.The second part introduces the basic concept of rural labor transfer trainingmechanism,characteristics,main contents and basic principles.The third sectionprovides an overview of the current situation,and by sorting out valid questionnaires and interviews,analysis of the survey results,and reveals the problems existing in thetraining mechanism for rural labor transfer in Sichuan.The main problems are asfollows:insufficient recognition of government level,the single source of the transfertraining funds,the management issues,lack of effective incentive measures,the lowquality of transfer training,and a single assessment method.The fourth part analyzes thecause of the problems.In the fifth part,based on the analysis of the cause,put forwardthe corresponding suggestion,mainly from six aspects:establishing and perfecting thelegislation guarantee mechanism of transfer training,establishing and improving thefunds investment mechanism,establishing and improving the training managementmechanism,establishing and improving the incentive mechanism,establishing andimproving the supervision mechanism,establishing and improving the evaluationmechanism.
