Research On The Financial Management Problems And Countermeasures In Higher Vocational Schools

With the rapid development of marketing economy, as well as the innovation and improvement of technology, the scale of modern vocational education is increasing continuously. The deepening of the reform of public institute, the draft of the national twelfth five-year plan, and the revise of the some regulations by ministry of education and ministry of finance, bring great changes to the environment faced by vocational college, especially the finance management environment, so the finance management in vocational college is confronted with immense challenge and opportunity. To adapt to the requirement of new situation and new development, the exploration of the thought and method of how to effectively conduct finance manage in vocational college is especially emergent and important.This article comprehensively analyzes theory achievements the finance management researched by domestic and foreign higher institutes, applies the stakeholder theory and The administrative organization system theory to the college finance management, takes the current status of college finance management, problems and resolution for research by using the methods of combination of theoretical analysis, typical investigation, and empirical research. The article takes Anhui ZhongAo Institute of technology as example, to particularly introduce the current status of its finance management, analyze the main problems in its finance management work, as well as the specific reasons, and bring forward five measures to improve college finance management:first, to strengthen budget management, strictly control expense, and improve fund usage efficiency; second, to establish and perfect college finance management system; third, to improve accounting contents; fourth, to strengthen finance monitoring and establish finance analysis evaluation framework; fifth, to develop finance human resources. To analyze the current finance management status in Anhui ZhongAo Institute of technology and explore solution methods, the article is wished to have the effects of reference and help for finance management in other higher institutes.
