Accelerating the development of vocational education is an important part of national education’s system and human resource development, that was indicated at the National Work Conference on Vocational Education in June2014.Advocating the community, especially the industrial enterprises, to insist on vocational education, and to make efforts on building the vocational education system with Chinese characteristics, much more work should be done in the rural, the nation and the poor. Besides, the vocational education model like production with education, school with enterprise, work with study and knowing with acting, should be innovated in more ways. Also, National Medium-and Long-Term Plan for Education Reform and Development (2010-2020) says clearly,"In order to promote the combination of farmers, scientists and teachers, something must be done such as accelerating the vocational education for the suburban, reinforcing the fundamental education, vocational education and adult education. In April2014, the ministry of education and the ministry of agriculture jointly issued on the Secondary Vocational School Project of Cultivating New Farmers, to confirm that secondary vocational schools undertakes the mission to train the suburban labor force. To support the development of secondary vocational schools, a lot of effort will be made like adding financial funds, expanding teacher sources and varying the majors, or etc.This paper begins with the angle from developing the rural society and economy to learn that developing the secondary vocational education in rural area population is very important in XINJIANG province. Therefore, basing above, this paper tries to combine history study, theory study and practice study firmly, to organize the history of secondary vocational education in Xinjiang rural population seriously. By doing researches in secondary vocational education of rural population in Kashi, Xinjiang, the key study of this paper is to learn the situation, the characters and the trend of development of secondary vocational education. Combining with Chinese and foreign vocational education mode and doing comparison, further studies are done to learn the mode and system of secondary vocational education, especially the interaction mechanism between the secondary vocational education and local economy, so that the problems and effect factors of secondary vocational education in rural area in Xinjiang can be worked out, the specific strategy about the economy effect of secondary vocational education can be found in rural population in Xinjiang. And also, the bottleneck will be broken in human resources, and services will be provided to the issues of agriculture in Xinjiang. This paper bases on the subject of study, rural population in Xinjiang, to study what contribution the secondary vocational education does to the development of rural economy and the adjustment of industrial structure. The main contents are following:1)The theory relevant to rural vocational education.2)To learn the situation of secondary vocational education of rural population through the process of its development.3)From the perspective of the development of rural secondary vocational education, the influence factors of rural economic development in Xinjiang are analyzed. Quantitative studies by ECM and Granger test are done to learn the relationship between economy development and secondary vocational education in rural population, average amount of teachers and the enrollment of student. Then, from the perspective of qualitative, analysis of the development of the schools, teachers, majors and the government investment in rural population are done to study the effect on vocational education.4)By using ARIMA, nonstationary time series modeling is built, and shows a better prediction. This model can do a better prediction in a better way. By using Eview.8, a prediction method is provided to predict the future amount of students and teachers in secondary vocational schools in rural population in Xinjiang. This method is much convenient, flexible and has a higher prediction accuracy, which providing an objective and scientific base to secondary vocational education in rural population in Xinjiang. Besides, according to the characters of secondary vocational education in rural population in Xinjiang, the key factors that can promote the rural economy are found.5)To adapt to the demand of society and economy development, the main problems are concluded from the analysis, perspective of secondary vocational education, including career training, career education. Problems like how to locate, how to improve the teachers’level and how to combine rural compulsory education with rural secondary vocational education are studied from the perspective of developing rural secondary vocational education in Xinjiang. The development of rural secondary vocational education is tighten firmly with practice, and the relevant studies are a lot, but these studies are repeated on some extent and the study areas are national, lack of studies in some specific area. This study combining with the national relevant vocational education policy, making some policy advices of rural secondary vocational education development in Xinjiang according to different provinces and regions, geographical features in Xinjiang.
