In modern world, colleges and universities constitute the most important power in scientific research. Such activities conducted by colleges and universities are playing an important role to support a certain country’s strategy in human resource, industry development and the establishment of the whole innovating system. For R&D activities, the core index in evaluating its performance is the benefits from the input and output of scientific resource. Influenced by many factors, R&D in colleges and universities in our country suffers obvious lopsidedness in both space and time. This essay’s main purpose is to conduct a quantitative research on sun lopsidedness and then propose relevant advices.First, this essay made a conclusive elaboration on theories and literatures in this field, explaining the theoretical basis of R&D performance evaluating. Then, this essay went on to conclude the characteristic of R&D in China, making a point of the necessity and realistic significance.In the part of empirical analysis, based on the theoretical basis and realistic context and applying DEA method, this essay measured and calculated the R&D performance of colleges and universities in China, both static and dynamic. For inefficient DMUs, this essay attempted to propose relevant means to improve.
