The reasonable flow of teachers is one of the ways to achieve balanced allocation of education resources. On the one hand, the flow can improve the situation of the lack of teachers in the undeveloped areas, and can also adjust the unreasonable situation of the overstock of teachers in the developed areas; On the other hand, the flow can upgrade teachers’ individual profession, and enhance teachers’ occupation responsibility. The flow of teachers highlights the internal demands for equity and justice of compulsory education. Moreover, it is of great significance to construct better, effective mechanism of teachers’ flow in compulsory education.At present, China has a basic system of the teachers’ flow. Urban and rural teachers’ exchange system has achieved initial success in some areas. At the same time, the teachers’ system and the financial system of compulsory education provides job promotion, salary and other different support to who participate in the flow of teachers, which is conducive to the realization of teacher mobility system. However, the flow of teachers can not be optimistic about the situation, teachers between urban and rural areas and regional spontaneous reverse flow increased the imbalanced allocation of teachers and the alienation of teachers flow intention.The previous literature on the flow of teachers is relatively rich, but it was limited to the mode of teachers’ flow and the propaganda. It paid less attention to the analysis of its causes and corresponding measures from the perspective of the interests. What’s more, most scholars are also lack of thinking about the teachers’ flow problems of weak schools. Based on the investigation of the young teachers’ flow in Heshan District of Yiyang City in the past five years, the teachers’flow has been studied along with the basic policies and the implementation measures of other areas. Through the benefit analysis on the teachers’ reverse flow, the text tries to put forward the construction of teacher flow mechanism suitable for our country. Firstly, it takes Heshan District of Yiyang City for example, providing authentic materials on the mobility of teachers. Secondly it analyses the interest of adverse selection of the young teachers, in order to find the deep reasons. Thirdly it analyses the negative influence of young teachers’adverse selection, enhancing the study of teachers’flow theory value and the practical significance. Last but not the least, it proposes the interest incenting downward selection of young teachers in the flow from four levels of analysis, in order to find a feasible way.
