Implementation Of Total Quality Management In Local Universities

Nearly three decades of deepening reform and opening up has made high education inour country a high-profile achievement. Now the number of students in Chinese universitieshas leapt to the world. As the enrollment in the twentieth century, scale development incontradiction with the quality, structure in contradiction with efficiency and other aspects hasgot a negative impact on the improvement of high education. The Ministry of Education hasstrengthened the attention to this problem, and they proposed a “high school teaching qualityand teaching reform project” in the early twenty-first century, requiring all universities toachieve an appropriate scale of development in ensuring the quality of the premise itself.Meanwhile, various colleges and universities, especially the local colleges who have madegreat contributions to local economy are also aware of the quality of service is the lifeline forsurvival and development of the university. Many experts and scholars have begun to explorehow the enterprise effective Total Quality Management theory to the university’s qualitymanagement to, and to coordinate development scale and quality of higher education. Underthe current system, local colleges and universities to implement total quality management isan important way to improve the quality of education.This paper gets some objective basis about strategies for implementation of total QualityManagement in local universities by analyzing, collating information about the process abouthigh educational Total Quality Management. It is useful to utilize historical research to graspthe historical trajectory of its development, track context about its products, history and value,to reveal its inherent nature properties. This paper collects many domestic and foreignmonographs and papers by using literature research. Then summarizes and refines the contentand ideas about it for the paper provides theoretical and ideas on design. Finally, this papercompares the difference of views, overcome the narrowness of the research process, studyinto the broader context from different paths, and comes to a scientific and objectivesummary.There are three parts in this paper. It firstly aims at defining the related concepts andexplaining the urgency and feasibility of implementing Total Quality Management in local colleges and university. Secondly, it is about the analysis of current situation ofimplementation of Total Quality Management in local universities, such as lack ofknowledge of Total Quality Management, imbalance in the degree of implementation,employees lack sufficient knowledge etc.. It also analyses reasons for slow improvement ofquality such as outdated concepts, lack of awareness of the use of innovative managementmethods, systematic lack of specific planning, lack of awareness and training, deviation of theoperating mechanism and backward security system for continuous improvement. Finally, inview of this, this paper focuses on the research on measures to implement Total QualityManagement in local colleges and universities, such as make efforts to improve the awarenessof employee, define objectives and missions, develop a Total Quality Management programsfor the local colleges and universities, develop strategic plans and long-term goals,restructuring university system according to systematic requirements, establish a qualityassurance system according to standardized requirements, manual preparation of documentsand establish rewards and penalties, implement the responsibility system, operate, monitor,evaluate and improve the strategy. This paper also proposes a deep reflection on theimplement of Total Quality Management in colleges and universities, and poses problemswhich should be noted.This article researches on Strategies for implementation of Total Quality Management inlocal universities from the practical level. It searches strategies and embodiments forimplementation of Total Quality Management in local universities by discussing the theory.All that is in order to improve the quality of education in local colleges and universities play acatalytic role.
