With the accelerating speed of economy globalization, the flow of internationaltalents is putting on speed as well. In our country, first-tier cities like Shanghai andBeijing have achieved high level of talents internationalization, relying on solideconomic strength, unique regional advantage and well-developed hard and softenvironment construction. The talents internationalization of Emergent developed citieslike Suzhou is beginning to take shape and developing faster after around10years’efforts. In the new wave of international talents flow, underdeveloped cities likeYancheng are warned of the danger of further distance with these cities.From the perspective of economic development, major economic indicators ofYancheng in2012are roughly the same with those of Suzhou in2002. It is the year2002that Suzhou has proposed the implement of talents internationalization. Providedabundant land and ocean resources, and the opportunity of two national strategies,Jiangsu coastal development and Yangtze River delta region integration, therefore,Yancheng is not reaching for what is beyond its reach to implement talentsinternationalization strategy in present stage. By the year2020, it is difficult, but notunreachable to meet current standards of Suzhou talents internationalization.This thesis is trying to profoundly analyze the feasibility and necessity of theimplementation of Yancheng talents internationalization strategy. By facing all kinds ofproblems in the process of strategy implementation, feasibility of talentsinternationalization in underdeveloped regions like Yancheng will be discussed andsuggestions will be proposed to improve economic and social development in Yanchengby means of implementing talents internationalization and promoting economyinternationalization.
