Resource-based city has and will make a significant contribution and play animportant role in China’s economic and social development. With the reduction anddepletion of natural resources, currently, resource-based cities are facing a grimsituation and challenges in China. According to the survey, most state-owned mines,especially solid and mineral,are running hardly and lack of development potential,2/3mines developed in1950s go into the middle and late period,440mines face thethreat to close.47resource-exhausted cities grow slowly or even stagnate, varioussocial contradictions burst. All of these has a serious impact on the development ofthese cities and the people’s life. Therefore, since the1980s, resource-based citiesgradually join in the economic and urban transformation bank, to find sustainabledevelopment, and scientific development. How to transform and how to achievegreen transformation, it has been a hot issue.This article had a lot of foreign experience for reference. In a regionalperspective, using ecological footprint tools, it evaluate Taiyuan City, ShanxiProvince in2001to2010the overall environmental pressure, resulting in the pressurecharacteristics of Taiyuan environment and analyses its reasons. Additionally, thisarticle analyses the current green restructuring of Taiyuan, and use the SWOT modelto research green transformation’s factor endowment in Taiyuan. Finally,thisarticle,in response to the current pressure on the environment in Taiyuan City, comeup with the green transformation countermeasure proposals for Taiyuan, proposed topromote the restructuring of the coal industry, develop cultural industries, tourism andencourage innovation in Shanxi Province.
