Economic Utility Analysis Of Public Service And Urban-rural Equalization In The Perspective Of People’s Livelihood

Public services are becoming more and more important in modern economic andsocial development in urban and rural economic development process. Achievingequalization of public services is closely related to the improvement of the standard ofliving. Public service is one of the main functions of modern government. By increasingpublic financial investment, government try to improve the quality of public services,reduce the regional differences between urban and rural public services. SinceChongqing became a municipality, the government is committed to economicdevelopment while also committed to raising the level of the people’s livelihood. Inrecent years, the Chongqing public financial expenditure has increased year by year, thepublic happiness index also improved significantly. Therefore, the study of economicutility between the supply of public services and the urban-rural equalization hasimportant practical and theoretical significance for improving the people’s livelihood,the urban and rural economic and social development.The paper firstly reviewed with the council about public services and the people’slivelihood, the supply of public services, public services, urban and rural equalization ofthe three aspects of domestic and foreign literature, and summarized the practicalexperience of foreign equalization of public services. Then we redefined the relatedconcepts, made a realistic analysis about the reality of the Chongqing public hygieneconditions and the problem of the status and problems of the public service. By analysisof the theory of the relationship between supply and demand for public services andeconomic utility, we select evaluations including the basic education, infrastructure etcto make the empirical analysis of supply and urban and rural public service equalization.In order to promote the implementation of the policy better, we build principles andsystem of game for policy of the supply of public services. Through empirical analysisand policy system analysis, and the analysis of Chongqing Public Service and urban andrural equalization of status, we proposed policy recommendations on the supply ofpublic services in Chongqing urban and rural equalization. In the field of non-economicpublic services, we should improve the minimum living standard security system,coordinate urban and rural basic old-age insurance system, reform the social medicalinsurance system, and put education on priority status of development. In the field ofeconomic public services, we should play the income regulation of public finances, reform the household registration system as a lever to promote employment, increasethe supply of affordable housing. Through these analyzes and policy recommendations,we hope it can provide useful lessons to promote the equalization of urban and ruralareas and the improvement of people’s quality of Chongqing and even the wholecountry.
