With the deepening of China’s economic reform and rapid economic development,project management as a very important tool in the modern management methods iswidely used in the IT, pharmaceuticals, transportation, petrochemical and otherindustries.In the field of scientific research project,the concept of project management isfurther strengthen and is applied of a certain degree.As a very important content of project management,the effect of the progressmanagement can not be ignored.The aim of the progress management is to ensure thequality and quantity to complete the project within the time agreed upon in the contract.A very important content of progress management is whether a reasonable schedule isinstituted and be effective controled in the process of implementation of the plan. Areasonable plan and effective control is the key to the success of the project. In the fieldof scientific research projects, due to the special nature of the research projectapplication range, progress management is even more important.With the increasinglytense international situation, whether military, aerospace or some other areas of theresearch projects bring forward higher requirements of the completed progress.Scientific research field late in introducing the concept of project management,atthe same time for research projects has a complex technical index requirements,poorexperience with data, require high quality and reliability, resulting in the progressmanagement of research projects is more difficulty than the traditional projects.Theorganization and implementation of research projects on promoting China’s economicprosperity and improve the power and comprehensive national strength of China’sscience and technology plays a huge role. How to use scientific methods and means ofproject management to complete the project with high quality and in time is a questionworth exploring.In this paper, based on the critical chain project progress management methods,combined with the actual R&D instance of XX key model scientific research project inR institute,make the analysis of the management of projects in progress under certainconstraints, and also carried out for the project application the progress of the protection methods in research and quality control procedures, development activities outsourcedcontrol, application of risk management techniques such as multi-angle, the researchshows that: the TOC-based research project schedule management method caneffectively overcome the lack of flexibility of the traditional schedule managementplanning, uncertainty factors may bring more risk and plans to adjust the margin issmall, also can effectively overcome the "student syndrome”,” Parkinson’s disease”, aswell as factors such as resource conflicts, and more angle applied research carried outfor the project, including quality control procedures progress security methods,development activities outsourcing control effectively to ensure the progress and qualityof the implementation of research projects.The research and conclusion of this papercan not only regulate the project management of R Institutes,but also play a referenceto other research project management units.
