In the era of knowledge economy, enterprisecompetition evolves into talents competition. Thus, human resource is now becoming one of the core resources in company. And increasing companies are now focusing on the way to recognize and obtain talented people who have ability to support the realization of enterprise strategies. Nowadays, traditional recruitment principles and methods which are based on the concept of assessing candidates’ experience, skills and education cannot meet the requirements of finding high-quality talents in modern companies. While, based on competency model, the new recruitment methods could discover the personal traits beneath superficial phenomenon that can help company recognize talents in a more effective way.The dissertation firstly summarizes the previous theories andresearch results in the field of competence, competency model and the application of competency model. Secondly, human resource recruitment status and problems in C Company will be discussed. According to the present situation discussed above, a proper competency model of C Company will be built. Meanwhile, the optimized human resource recruitment system in C Company will be introduced. This new recruitment system covers from recruitment channel selection and resume screening, to new staff induction. Finally, some insufficient parts in the new recruitment system will be pointed out and solutions will be proposed for the future perfection of C Company recruitment system and for the future optimization of similar company.
