Research On Mechanism And Regulation Of Urban-rural Development In Suburban Areas

The suburban area is an interim area, derived from the base of city and countryside, and at the same time, many problems and the sharpest contradictions appear during the development, and become an obstacle of the urban-rural development. The implement of million hectares of fertile farmland construction project is an important significance to solve the problem of dualistic structure, protect arable area, develop intensive management, safeguard famer’s basic interests, and promote the development of urban and rural areas.Through the analysis of current situation of urban and rural development in the suburban area, this study summarizes3big problems existed:land use structure, resource agglomeration benefits and conflict of interest. Aiming at these problems, million hectares of fertile farmland construction project is started from occurrence, operation, coordination and dynamic four mechanisms, and provides new idea for urban and rural development. Million hectares of fertile farmland construction project mainly takes planning management and capital support as promoting occurrence mechanism of urban and rural development, the agglomeration process of four resources of cultivated land, construction land, labor force, and market and public service as operation mechanism, the goal of coordinating the conflict of interest between government, enterprise and individual as coordination mechanism; and the support of public land ownership and land transfer system as dynamic mechanism.In this study, taking Zhenjiang New Area as an example, the developing measures of million hectares of fertile farmland construction project are summarized. The study points out4aspects to promote urban and rural development, namely, land leveling; the reclamation of rural residential area and mining land; the management right circulation of land contracting; and the improvement of social security system. By setting up benefit evaluation index to compare before and after benefits, the study finds that comprehensive benefits is obviously higher than before, and certifies that Zhenjiang New Area implements million hectares of fertile farmland construction project indeed can promote urban and rural development. Finally, the study puts forward corresponding policy recommendations aiming at the left problems behind the implementation, such as farmer’s rights and interests, funding raising, public participation and the management right circulation of land contracting.
