In order to provide recommendations for the implementation of housing security systemin the county,the paper summarizes the characteristics of the implementation of urban housingsecurity system in Zhangbei county through a survey of the implementation of Zhangbei`shousing security system.Rural resident make up most of the polulation of China, urban-rural dual economicalstructure is China’s development model,as a result,the housing problem is an inevitablephenomenon during the urbanization in our country.Urbanization in rural area mainlyoccurred in county.In order to solve the housing problem, a system for ensuring housing isestablished in the town.In a word,a survey of urban housing security system is of greatpractical significance to promote urbanization of villages.The choice of Zhangbei as a sample is daunting for several reasons:Zhangbei’s economyhas evolved fast and Zhangbei is still in the midst of a massive urbanisation drive.Housingsecurity system and urbanization intertwine and affect each other in Zhangbei.First of all,the paper explains the logic relation between human rights，housing rights andHousing security system.Then the ensure makes a description of the development process ofhousing security system in China by type of affordable housing. At last,the thesis concluds thedevelopment trend of Housing security system in China.In the second place,through on two kinds of research methods——literary study andquestionnaires,the author distinguish different kinds of ensuring housing such as low-renthousing,economical housing and public rental housing to investigate and surveyseparately,then make a reason analysis on the slow development of affordable housing inZhangbei, summarize the characteristics of financing low-rent housing, organize a survey onlow-rent housing tenants satisfaction,confirm that there is a high correlation between thesitting of the low-rent housing and the recognition of low-rent housing,investigate thefeasibility of giving priority to developing public rental housing in Zhangbei and try to makea qualitative analysis of the new residence project in Zhangbei. Thirdly, the paper offers a proposal about the development of housing security system incounty based on the survey results.
