Since the government clearly put forward the great strategic goals of building aninnovative country in2020, how to enhance the level of enterprise innovation, as oneof the important content of building an innovation-oriented country, becomes thefocus of many studies. Since2008, The ministry of Science and Technology,State-owned assets supervision and administration commission of the state counciland The China federation of trade union has named202innovative enterprises in total,and the State council also issued in2009”About play a supporting role of science andtechnology to promote the opinions of steady and rapid economic development”,request to speed up the technical innovation in our country and put forward the goalof cultivating innovative China top500enterprises.In order to the survival and development, today’s enterprise couldn’t satisfiedwith a few innovation success, it is more important to achieve sustained innovation ina long time interval. In order to keep sustainable competitive advantage enterprisesmust achieve continually technology innovation. It can say that the basic task oftoday’s companies is to achieve sustained innovation (Ikujiro Nonaka,1999). Today,the business environment and the technological environment of the enterprises arefacing increasingly volatile complex, the R&D capabilities between the enterprises isgrowing convergence. In this context, if the enterprises want to realize more andbetter technological innovation than competitors, it must have greater capability tograsp opportunities than its competitors, and use those opportunities it grasp toachieve more innovations economically. Enterprises usually encounter a variety ofopportunities in the process of operation and management, and technical opportunitiesis one of the most important opportunities to promote enterprises to achieve the maingoal of technological innovation, but due to the research for technology opportunitiesis almost empty, it cannot be used to guide technology opportunities use activities. Therefore, the object of this paper is enterprise technology opportunities and the coreof the administration of the opportunities that opportunity recognition andopportunities evaluation. This paper clarifies the concept and connotation oftechnological opportunities, analysis of the formation mechanism of the technologicalopportunities, design a simple technical opportunities’ value identification method,constructed a set of objective, scientific, reasonable and workable technologyopportunities evaluation index system for enterprises. At the same time, this paperbuilds the technology opportunities evaluation model by using the attribute measureand then selects the typical enterprises in Yunnan province for case study, which couldprovide the opportunity for the enterprise implementation of the technology in Chinause for reference. At the end of the paper initially constructs the enterprise technologyopportunity management mechanism and focused on the content of the forecastmechanism are analyzed in detail.The research conducted for this paper mainly focuses on the following areas:1. Combining with the characteristics of opportunity management theory and thefeature of technology opportunities to limitation of the basic concept of technologicalopportunities, namely define the definition, connotation and basic characteristics ofthe technological opportunities determine the technical opportunity identification andevaluation of the guiding ideology, clear about the basic elements affectingtechnology opportunities. These works establish the theoretical basis for completingtechnology opportunity recognition and appraisal.2. Study the formation mechanism and the specific impact of technologicalopportunities to build a framework of technical opportunities identification anddesigned a simple framework based on the concept of technological opportunities andidentify opportunities for technology identification method, while use a well-knowndomestically business for case-introductory note. 3. Introducing the basic idea of project evaluation to technology opportunityassessment, then construct an enterprise technology opportunity evaluation indexsystem with profitability, cost and risk as the primary index, determine the scientificrationality of the index system through questionnaire surveys.4. Introducing the attribute measure to enterprises technology opportunityassessment, then construct a model of enterprise technology opportunities based onattribute measure.5. Using the indicating system and evaluating model established in the research,this paper also completes a case study of technological opportunities for the typicalenterprises in Yunnan Province.6.Construct the enterprise technical opportunity management mechanism systempreliminary based on the characteristics of the technology opportunities and analysisthe content of the prediction mechanism.
