With the market competition becoming increasingly fierce, our cluster enterprise’sperformance revealed a different phenomenon, some cluster enterprises’s performance ishigh, while others is low. In order to enhance the competitiveness of our cluster enterprise,promote the sustainable development of our cluster, The cluster upgrade oriented strategyis determined. Under the cluster upgrade guide, the top management team of the clusterenterprise plays a very important role. If they can make full use of their competence, thecluster enterprise’s performance will increase quickly, and the goal of the cluster upgradestrategy will achieve soon. So in this paper, we analyzed the competence of the clusterupgrade guide strategy for top management team, and the relationship between topmanagement team competence and enterprise performance. then, we put forward theproposal of how to manage the top management team competence to enhance enterpriseperformance and achieve cluster upgrade.First, this study expounds the research background, significance and domestic andforeign research results. in addition, introduced some relevant theories on cluster upgradeand competence, and then theoretical support for this study of the diamond theory,self-organization theory, innovation theory and collaborative theory are introduced.Second, based on the above four kind of theory,we determined the top managementteam competence index under the cluster upgrade guide strategy and the cluster enterpriseperformance index. then, we collected data through the questionnaire method. in order tomake the index system of top management team competence and enterprise performanceperfect, we used SPSS17.0and AMOS17.0software, we made exploratory andconfirmatory analysis on the above index system.Again, the paper analyzed the correlation between top management teamcompetence and enterprise performance. It verified the positive correlation between topmanagement team competence and enterprise performance. It showed that topmanagement team competence under the cluster upgrade guide strategy is the key factorto maintain competitive advantage of cluster enterprise and to realize the cluster upgrade. Finally, on the basis of the empirical analysis above and theory, strategies were putforward about how to improve the top management team competence, aim to keepenterprise performance maximization, and sustain cluster upgrade guide strategy.
