Iron and steel industry as the foundation of the national economy and raw materialsindustries, the development of national economy plays an important role. A direct impacton the development of the steel industry associated with the development of nationaldefense, machinery, shipbuilding, automotive, construction, household appliances andother industries. With the rapid development of China’s iron and steel enterprises, the stateof their level of technological innovation has put forward higher requirements."TwelveFive" just to make a demand, China’s industrial development must be to innovation," thetransformation and upgrading," the transformation of steel from the original number ofeconomic advantages to converting to rely on technological innovation to promote thedevelopment of the steel industry. China’s current steel enterprises technological innovationin a chaotic era of multi-structure, technological innovation spillover effects for China’ssteel research, promote technological innovation and upgrading of the steel industry is verynecessary.In theoretical research areas for technology innovation spillovers betweenindustries, research technological innovation spillovers between regions more for individualindustry vertical innovation spillover is relatively small, do not get attention of scholars.In this study, the research object is iron and steel enterprises in Hebei province, whichbases on the input-output method as the foundation, corrects technology innovationspillover model of Erik Dietzenbacher based on Leontief matrix, constructs technologyinnovation spillover beneficiaries effect and contributor effect model of iron and steelenterprises in Hebei province. The research choices the iron and steel enterprisestechnology innovation investment and technology R&D personnel as the technicalinnovation input index. It bases on technology innovation investment of iron and steelenterprises in Hebei province in2001-2010as the basic data, analysis innovationspilloversof beneficiaries effect and contributor effect on iron and steel enterprises in10years.The results found that the technological innovation of steel enterprises in Hebeiprovince the overflow effect and a positive correlation between R&D input costs, haveimportant influence on technological innovation on R&D investment in iron and steelenterprises and upstream and downstream enterprises. Contribution of technical innovation of iron and steel enterprises effect is significantly higher than that of the beneficiary effect.The overflow capacity of technological innovation ability of iron and steel enterprises issignificantly higher than the absorption capacity. Technology innovation benefit effect andcontribution of iron and steel enterprises effect gradually decreasing trend. Technologyinnovation spillover effect of Hebei province inter-industry is poor. There are existingtechnical fault or barriers between industries. So it needs to increase investment in technicalinnovation to make up for the decline of technical innovation factor. Technology innovationbenefit and contribution effect of iron and steel enterprises, which have negativecorrelation with the technical R&D personnel input. This study summarized the technologyinnovation spillover path of iron and steel enterprises in Hebei province, which quantifiedthe technology innovation and Industry Technology Innovation Association of iron andsteel enterprises large degree between the overflow effect. In order to improve thetechnology innovation spillover effect of iron and steel enterprises in Hebei province, topromote technological innovation and upgrading of iron and steel enterprises. In this papergives suggestions and countermeasures from the technical innovation investment, scientificand technological personnel training and the introduction, enterprise technology innovationspillover, constructing the technical innovation of industrial chain, technology innovationpolicy planning five aspects.
