Evaluation On The Single Factor Utilization Efficiency Of Construction Land Based On SFA Model

Our country is in a new period of rapid growth of urbanization and industrialization,and the contradictions between regional economic development and resource constrains/industrial transformation upgrading and construction land inefficient extensive use are increasingly charp.so in the multiple pressures of competition increasing/consumption growing/resource constrained,the most realistic and direct route is to further tap the potential of constructiong land and reasonably optimal allocate the resources,actually alleviate the resource shortage of economic development. AS the capital city of Sichuan Province,and from the series of policies to accelerating economic growth, which are the construction of national urban and rural comprehensive reform/the new form of building moderately prosperous society/the large-scale development of the western region/"A circle with two wings" and "The regional planning of Chengdu-Chongqing Economic District",Chengdu with the rapid economic development will inevitably lead to the increase of demand for construction in the current and future time. The regulation of construction land supply made areas seriously consider the issues of construction from land-use duality.So how to rational and efficient use the construction Ian to ease the contradiction between the rapid growth of regional economy and the supply of land is the most concern.This article focued on the construction land use efficiency which is closely related to economic development,from the angle of construction land use efficiency single element,as the main city of Chengdu for the specific studying object,and drawing the domestic and foreign-related construction,this paper defined the connotation of construction land use efficiency,and introduced relevant theoretical basis which was applied in the artice.Then use C-D production function to describle the evaluation principle of single factor efficiency,and detailed its research method,which is named stochastic frontier analysis method (SFA).Secondly,summarized the regional overview and construction land use of Chengdu;Ten use Frontier4.1software to estimate model parameters,and furter by the mode and software computed the evaluation results of the single factor of construction land.According to the evaluation results,analyzed on spatial and temporal defferences,and asked some questions about the single factor efficiency of construction land which were the regional disparities on effiec, the raising of efficiency level lagging behing the economic development, coexistence of the lack and waste of construction land,and the inadequate of macro-control in land use. Based on the studies,the following conclusions:regional differences are more obvious,but the regional differences coefficient presents a decreasing trend;The spatial distribution of single factor efficiency level of constrouction land of Chengdu broadly consistent with the pattern of economic development;Jingjiang District,which has better economic development,has relatively good construction land use efficiency,but there is still room for improvement,Jinniu District,Wuhou District and Chenghua District,which are the latter rising city,the efficiency are in the middleon level,so their improve space is relatively large;The average construction land efficiency of the main city of Chengdu has increased,but the raising of efficiency level lagging behind the economic development; Over time,the efficiency volatility of Jinjiang District and Qingyang District is relatively stable,while the construction land efficiency level of other three areas is relatively large fluctuations;The control policies of construction have achieved certain performance,but land planning between the coordinating role has yet to be further strengthened.Finally, solve the above problems and conclusions,articles put forward some suggestions, which are optimizing industrial structure,improving the allocation efficiency of production factors implementing differentiated land supply co-ordination in construction land use, improving the land market system to promote the construction land use fair, coordinated planning system to achieve multidimensional fuction of the construction land use, improving the level of construction land management and strictly implementing the relevant policy suggestions.
