Research On The Rural Poverty Alleviation Development Mode Of Laiyuan County

Laiyuan county is located in the northwest of Baoding Province, Hebei area ofnorthern Taihang Mountain, a total area of2448square kilometers. The county becausethe mountain is located in the mountains, has the characteristics of less cultivated land,the ecological environment is fragile, serious water shortage in some local areas,infrastructure construction difficulty and so on, these factors restrict the healthydevelopment of rural economic, social development is relatively backward, people’sliving standard is low, the majority of the population is still not completely out ofpoverty in Laiyuan County, Hebei province in2011was included in the nationalconcentrated special difficult areas-"Yanshan-Taihang Mountain area".Based on the human capital theory and economic takeoff theory as the foundation,take the system analysis, comparative analysis, combining theory with practice analysis,studied systematically, comprehensively, thoroughly on poverty alleviation anddevelopment of Laiyuan county. Firstly, since the eighty’s of last century has beendivided into four stages of poverty alleviation and development mode and result analysis,namely, system reform and promoting poverty alleviation, large-scaledevelopment-oriented poverty relief,"eight seven poor" and "poverty in povertyalleviation". Through unremitting efforts, poverty alleviation of rural developmentthroughout the county has made great achievements, poverty status in rural areas havealleviated greatly. Followed by an analysis of poverty and poverty situation, LaiyuanCounty Rural factors, resulting in poor factors mainly are: traffic network is not perfect,the development difficulty; the low income of rural residents, capital accumulatesinadequacy; people with low educational level, self development ability is insufficient;natural disasters and disaster prevention and mitigation, lack of capacity. And therelocation of poverty, poverty alleviation and development, industrial development oflabor and infrastructure construction combined with mode analysis, the effect of ruralpoverty alleviation and development were evaluated. The last part of this paper putsforward some countermeasures and suggestions for poverty alleviation and developmentbased on analysis of poverty on the poor farmers: improve comprehensive ability, selfout of poverty; strict management of funds, improve efficiency in the use of funds; theconstruction of basic public service facilities, enhance the capacity of independent development;"Xiang" development in the city,"to work with farmers" docking;"thewhole village advancement" poverty alleviation, encourage the full participation.In this paper, rural poverty alleviation and development as the research objective,in-depth research on poverty and poverty measures, then analyzes the four stages ofdevelopment for poverty relief and poverty status, based on previous experience, theestablishment of development mode of rural poverty alleviation and new, and putsforward the planning countermeasure suggestions and feasible development construction.Study on poverty alleviation and development mode of rural Laiyuan county to improveinfrastructure, improve the poverty situation in Laiyuan County, the protection of thelocal ecological environment, efforts to develop characteristic agriculture, increase theincome of the poor people, to narrow the development gap between urban and rural areas,to achieve common prosperity, building a new socialist countryside.
