Small and Medium-Sized Industry Enterprises (SEMs) play an important role inpromoting social employment and economic development. Human resources are crucial forsmall and medium-sized industrial enterprises to build the core competitiveness. Thesustainable and stable development of SEMs relies on making full use of human resourcesand carrying out the work of human resource management (HRM) efficiently. At present,SEMs is increasing the realization of how significant the human resource management is.However, many small and medium-sized industrial enterprises are not very clear about theirown situation of human resource management. How to measure and judged a corporate’human resources management situation scientifically has become a Multi-concern. It isurgent to build a more perfect human resource management evaluation system.With the theory and methods of human resource management evaluation, this paperanalyses the situation of HRM, summarizes the characteristics of HRM of Chongqing SEMs.Then, it designs the factor framework of human resource management evaluation from twoaspects of the effect and the state of HRM. According to the factor framework, it designsquestionnaire to investigate. With the analysis of SPSS17.0, it screens and classifies theindicator elements by factor analysis, does reliability and validity analysis. Through expertjudgment and Analytic Hierarchy Process, this paper studies the index weight of indicatorelements, so resulting in a complete HRM Evaluation System. Finally, it does empiricalresearch by Fuzzy Comprehensive Evaluation Method, and achieves better results.The human resource management evaluation system the article designed has combinedadvanced theory and indicator elements with HRM practices of Chongqing SEMs. Thesystem has taken full account of the quantitative and operability. It not only provides atheoretical basis for SEMs to enhance the level of human resources management, but alsooffers a reference tool for HRM workers.
