In this paper, through the analysis of Changsha CMCC on the group’s Sales Agent enterprises (SA for short) status, using the BSC(Balance Score Card) is arranged to reach an optimized evaluation model, covering all aspects of the development of SA business. especially it puts forward some key performance indicators, through analytic hierarchy process in performance appraisal of their SA in the proportion of thus, through the empirical data from the second half of2011to the first half of2012, getting the overall job performance rating for10SA of Changsha CMCC, so as to find out which SA is more growth.The structure of the paper is that the first chapter introduces the research background and significance, research object and purpose, research ideas and methods. The second chapter from the outsourcing and the performance evaluation theory, to the domestic and foreign research literature as the basis, analyzes how to choose the evaluation model and index system to evaluate the performance of SA, and the selection of the Balanced Scorecard (Balance Score Card, hereinafter referred to as BSC) as the SA assessment of the standard model. The third chapter on the current SA operations carried out analysis of the status quo, and locate the SA daily work problems, influence and performance, and on the basis of thorough analysis and Research on how to assess the performance of SA work. The fourth chapter focuses on the structures of BSC based evaluation system, on which indicators should be with the gravity, thereby establishing the SA formally evaluated by a set of index system.
