As an important part of modern human resource management,performance appraisal is an important way to manage the enterprise effectively.Performance appraisal system with systematicness and scientificity can gain a good effect of management,enhance the management capacity of enterprises,and get benefit from management.GS construction company,a state-owned construction enterprise,has been in use of a simple assessment mechanism in a long-term development.In the early years,when the construction industry market environment is more prosperous,the original assessment mechanism can operation normally.While in recent years,the previous assessment can not fully adapt to the change of market environment,which restrict the development of enterprises.So how to establish a complete set of performance appraisal system based on the original assessment methods become an objective requirement and a pressing matter of GS construction.This article starts from the strategic goal of enterprise of GS construction company,using the Balanced Scorecard and strategy map theory,transforms corporate vision,mission and strategic goals to specific target from four dimensions of angle.Define the causal relationship between business strategy on four dimensions through drawing strategy map,and decompose strategic goals to the company level,the department level,the project department level and staff level.Then select the KPI and set up the evaluation index weights,determine the target and assessment standard.At the same time,this paper designs the process of performance appraisal system implementation,and the process of performance appraisal system feedback.This paper also evaluates the performance appraisal system and puts forward the safeguard measure.The whole construction process transform the macro strategic objectives into specific assessment indicators,and practice into the examination implementation and feedback.Finally design and build an performance appraisal system for the development of GS construction company.First of all,this paper describes the background,purpose and significance of this study,explores the status quo of domestic and foreign research and application of the performance appraisal system,and determines the research content,methods and technical routes.At the same time,this paper summarizes the related concepts of performance,performance appraisal and performance appraisal system,and lists the performance evaluation methods which are often used in the practice of enterprises.Secondly,this paper introduces the present situation of the evaluation method of GS construction company,and contrasts systematic performance appraisal.This paper finds out the existing problems from the present situation,analyzes the causes of the problems.Then use the Balanced Scorecard to build a strategic map for the company,and as a basis to build the level of KPI,set the level of the assessment index weights,determine the target and assessment standard.Thirdly,this paper designs the process of performance appraisal system implementation,and the process of performance appraisal system feedback.It is including performance communication,performance evaluation,performance feedback and improvement,and the application of performance appraisal results.Finally,analyses and evaluates the construction of performance appraisal system,and put forward the corresponding safeguard measures to the effective operation of the performance appraisal system.The innovation of this paper is the comprehensive application of the Balanced Score card and strategy map theory,the systematical and total description of the four dimensions of the balanced scorecard framework.On the basis of the design of different levels of KPI,make the enterprise strategic objectives into specific assessment indicators,in order to realize the organic combination of strategy and performance.
